Classic Loophole?

The former Mayor of London, Boris Johnson announced plans for the introduction of the world’s first Ultra Low Emission Zone (ULEZ) in March 2015. The project to help clear London’s air was expanded on 29th August 2023 to cover all London boroughs.

Classic cars are seen as a loophole around the ULEZ and stealth taxes because they are pretty much exempt from most legislation – including road tax and MOT tests. A classic defined by DVLA is a vehicle more than 40 years old.

 

Many classic owners do send their car in for an annual MOT, to ensure they have proof it is safe to drive and to monitor corrosion – a constant battle in cars over 40 years old. Service intervals are shorter than modern cars and hence bills arrive at more regular intervals. Driving will require skills taught back in the 80s, there will no electronic gadgets to help – such as parking sensors.

1983 does not feel that long ago for many of us and there are options for affordable everyday classics. These can be more fun than new budget cars in terms of drivability.

Audi – in the early 1980s this was firmly an executive/ family car brand and delivers space with a bit of refinement inside. Many examples are still on the road and cost from £1500-£5000 depending on condition.

VW – the list is considerable with everything from family sized Passats to a sporty Golf GTi. Price will depend upon condition. With both these German makes, reliability can be good for a well looked after car and parts easily available.

Land Rover – maybe not the most practical vehicle in London, but they go on forever and are ideal for active families with dogs and children. Despite aluminium panels, beware of rust in the steel chassis. Depreciation is lower than most cars, but easily stolen.

Ford – like VW they produced everything from a large executive model – Granada down to the sporty XR2. Known for rust issues, it can be difficult to find solid examples. Often restored classics from the 1970s can be a better buy and more fun to drive – remember The Sweeney? You can even pose around the streets of Lambeth pretending to be Reagan.

Volvo and Saab – the original Swedish safety tanks. These are eternal. The ultimate downfall of Saab was the cars outlived the company. The Volvo 240 series won’t set the road ablaze but can easily handle a family. The Saab 900 series was more exciting but had less room inside. Expect to pay premium prices for mint examples.

Just remember to enjoy the car. You will always have admirers wanting to talk about your car.
